We have been out and about for the Labor Day Weekend, and since Tony is still out and about and I am home for a few minutes checking messages, I will reply to your post if your don't mind.
First of all, we are no longer recommending oleander for dogs and cats, as their digestive system is different from humans and they don't adapt to it very well. I see you are considering administering it rectally? Are you thinking of making the "soup?" Again, if you need instructions or advice on this, I would wait for Tony, as he is the expert. One thing you can do, if you are able to make the soup, is condense it to a lotion, and apply it topically, together with colloidal silver. Here are the instructions in case you need them:

I am also going to direct you to An Anti-Cancer Protocol for Dogs (and cats). Just, as you read it, make sure you take note of the foods that are toxic to cats:
Mesosilver is excellent quality colloidal silver, just as Utopia Silver is. The only reason I would tell you to get Utopia Silver is because they are a sponsor of Curezone and have several discounts for Curezone members when it is not on sale. They are just finishing up with an excellent summer long sale and the last day is on Monday. But after the sale is over, you can get a 15% discount by using coupon code LR001.
The Natural Anti-Cancer Protocol for Pets contains important anti-cancer supplements and diet suggestions. For example, if Ziggy is not on a raw diet, I would transition her. Some pets transition quickly to raw, but for others it is a slow process. The Protocol contains foods that will fight cancer. How long have you been using colloidal silver? The thing is, the Protocol and using colloidal silver take time and perseverence. Unfortunately, there are no "magic" remedies.
Dr. Scholl's Freeze Away removes warts. It is very doubtful that it would help Ziggy. The thing is, we have to address the cancer from the source and this entails targeting the immune system. Do you know if the cancer has metastasized?
Also, you will see reference to a modified Budwig Diet or cats and I would urge you to also incorporate that. You are already implementing good measures. Actually, supplements that are included in the Protocol. But, I would be careful with black salve. It may be effective, but it is extremely painful, and this might be too much for Ziggy. Let's just say, I would never use it on my little Heidi, or any of my furkids. One thing that you may want to try in place of Oleander is laetrile, but make sure that you don't exceed 15 mg per pound of body weight.
Continue giving Ziggy the supplements you mentioned and, by the way, Inositol/IP6 is an excellent anti-cancer supplement for pets. I would also add shark cartilage and bromelain. In fact, go through the protocol and incorporate as much of it as you can. One other important item that I would definitely incorporate is black seed oil, but make sure that it is Nigella Sativa.
Hope this helps you and my prayers go out to little Ziggy. Please do let me know how he's doing.
