There is no irrefutable proof either way.

The argument I heard for that is that less people are being vaccinated against these diseases. And isn't mumps supposed to get a booster shot every ten or so years? And shouldn't mumps NOT be on the rise if going by the first stated of yours I copied, then better sanitation and stronger immune system should have taken care of that...just like polio.
