Chlorine dioxide disintegrates into chlorine and oxygen on contact with other chemicals as well as micro organisms, which is exactly what makes it an excellent disinfectant and chelating agent.

Its action chlorinates as well as oxidizes, the best of the two worlds for the organism within sensible limits. Its disadvantage is its high reactivity in that sense, that it spends itself before it can hit everything, and its side effects, which prevents people from taking enough supplemental chlorine in this form.

This is exactly the reason, why I have been searching for a better way and posted it when I finally found the blazing gun on HCl, theoretically presented well enough, yet in understandable terms, with a plethora of case reports and clinical research backed up by professional publications of the time.
