I can also simplify it and go with HCl for activation of MMS and get the gas with kitchen salt in the glass, not pure, but close for all the practical purposes.

Ok, to put it in unmistakable terms, passing ClO2 through lets say a clean ceramic filter stone, a bubbler, into 4C water, will get you as saturated a solution of the gas in the water as you can get, nothing else, providing you get the stone first through the cycle for long enough as not to leach it. The same can be achieved with passing the gas through a ball of 316 stainless wool. The same can be achieved in a unit which I have invented long time ago originally as a gas-liquid separator. The process will be proportionately accelerated if it is run under pressure.
