That sounds right, in terms of the numbers. If you want 2% Lugol's solution, use 60 g of the powder, then enough water (I think Trapper would use distilled?) to rise to a 1-liter mark. That's not the same as adding 1 liter of water. Variations could be 30 g powder and water up to a 500-ml mark, 15 g powder and water up to a 250-ml mark, etc.

I have never made either Lugol's or SSKI, so I would rely on Trapper's method in the first two paragraphs below. I'm not sure if stirring is needed. Final accuracy would depend on the equipment available to you, and your skill set.

i always set my mark first. the container i am making it in is marked for the precise measurement. i use a one liter or four liter bottle and measure fluid exactly and make a mark. with lugols, the 10-5-85 formula is nice but i have never checked it for accuracy. i put some water in, put the KI in, put the Iodine crystals in the concentrated KI. they dissolve immediately. then i fill to the mark. i let the container determine the amount of water that goes in. with SSKI its even trickier. you must slowly keep adding water and letting the KI dissolve. if you fill the container to the mark without all of the KI dissolved first then the liquid expands and you have a weak solution. my SSKI is exact, then i overfill the dropper bottles so everyone is ensured the right amount in a drop and a full 30 grams of KI in every bottle. i lose about an ounce per liter that way but its a lot quicker to bottle it!
