This is normal for most flowering plants. Especially in homeopathy and TCM the energy a plant has is as important as the compounds.

You would want to harvest just before the plant uses up a good chunk of its energy as sexual/reproductive functions like flowering..

IMO this does nothing for dried plants, but could certainly make all the diff if used fresh.
