I read this also and thought about it ! I am a mechanical engineer and work in the plumbing field ! It is very possible it is a leaky tank, it is also possible the weather ,rain and sun might be helping the growth around the tank with less perculation holding moisture in that small area, hard to say with out checking out the pathogens in the soil! But I doubt that the energized water would have a negative affect on the septic tank if it is safe to the same type of enzymatic action in the gut! But it could have a positive affect, which if the tank is sealed and working properly would be helpful in processing the waste ! I would advice h20 to call the city health department to come out and test for pathogens!
