The Director of that ashram is Swami Mahadevananda. You could write a letter to him directly outlining your financial situation and indicating how eager you are to take the course and how you will not be able to pay the fees for foreign students. The organization does from time to time grant scholarships when they are needed, as is the practice of true ashrams. The fees should not be a barrier to someone who is in need. The Indian national fees should be granted to you. I am confident of this. Your letter could be in the form of an email. I believe you can get Swamiji's address from the website. With reduced fees you will likely have less choice of accommodation (dormitory or tent), but this does not much matter.
