I have recently been searching for a filter that removes fluoride. I had been under the impression that the only filter which could remove fluoride is reverse osmosis. However, in searching the net, I have read that "activated alumina" filters can also effectively remove fluoride. Is this true, and if so, would you recommend them?

Activated alumina filters can, indeed, remove most of the fluoride.

One of the concerns I have though, is the possibility that some of the alumina (i.e. aluminum) in the filter could end up getting in the finished water. This would be particularly undesirable if it caused the formation of aluminum-fluoride complexes, which can be more toxic than aluminum or fluoride by itself.

Unfortunately, little research seems to have been done to study this issue. A recent report from the European Union does suggest though that it is a possibility under some conditions. To quote:
