It is hard to say. Normally a dual dielectric is used to produce a cold corona system. But this is based on a 60hz output on the transformer. As the frequency ins increased the resistance of the dielectrics is decreased, which can make a cold corona tube design a hot corona. On the site it claims high frequency, but no mention of how high that frequency is or the voltage behind it. I have experimented with a 6,000v 28kzh transformer and it burnt up tubes in a second that easily took a 12,000v 60hz transformer.
