Given their track record of drilling and operating on the cheap with shoddy construction, shortcuts and ingoring of proper safety protocols dating back years as well as on the Macondo well, I am quite frankly astonished that anyone with BP could claim to be astonished at something not being done according to hoyle.
It is as you said, the blame game. I don't hold Transocean blameless by any means, but I note that Transocean has complained about 14 key documents which BP has not provided and that it was BP who called the shots. I also note that Transocean had nothing to do with BPs disaster at the BP refinery in Texas - where lack of proper safety measures caused an even worse loss of oil workers life and where follow up inspections over a year later found that BP had still not complied with proper safety requirements and record fines were imposed. Nor did To have anything to do with the BP Alaska spill on the Northslope.
