I took my 12 year old Bichon Frise to the vet to find out why she had shortness of breath and wasn't eating very much. He told me that, (and the x rays showed) fluid in or around the heart pressing against her windpipe which was causing the shortness of breath and also a growth around her gallbladder, the lesser of the two problems. She walks around at home more than she used to, because laying down seems to bother her more, she will eventually lay down when she tires out. She is eating a little but she's very picky with what she will eat. Can anybody help, it hurts to see her walking around staggering and shallow breathing, she's a tough dog and I don't want to put her to sleep unless there's no other way. She's also on Phenobarbital and Potassium Bromide for seizures.
