Iodoral is Lugol's in tablet form. Since I am on a strict budget, I use liquid Lugol's. I got a bunch from JCrows when he was offering buy some get some free specials before the sale of 5% solution was curtailed. I often use an empty gelcap to take it, other times I put just a couple of drops in juice or ACV and honey.
Most of us take Iodine supplements two or three times a day.
Start slowly, one or two drops a day and build up. If you get unpleasant detox, cut back.
Kelp contains a lot more than iodine. It is probably safe enough, but it is the nature of kelp to absorb good and bad from the sea waters. It can absorb iodine, but it can also get mercury, lead, arsenic and petrochemicals. A small dose may be safe, but I would never consider a large dose, no matter what the source.
