Problem is not only turning that energy into something better, but also understanding where it's coming from. In a way it would be like someone having a fever and we are asking how we can best utilize all that heat, so that it doesn't go to waste... (while the person is really sick and needs help with a virus that caused the infection)

When children get mostly criticism instead of love at home, irrelevant "lessons" at school where no one really cares deeply about them only about how their job performance will be percieved, and examples of mostly agressive behavior everywhere (starting from the way their government treats other nations), then the result you see is very logical, if not really normal or healthy.

Turning them back to the original problem, like their home, their parents, and school system that doesn't have space for individuality, would be a good start. That is - provided you can get their attention with subjects that are mostly associated with subconscous pain.

Personally I think a lot has happened to a child who is participating in that type of behavior, so most one can do is cosmetic changes to results, with underlying causes staying intact. They will learn to hide their frustrations better and will be even more agressive in socialy acceptable ways. This because, whatever good is done, is quickly undone by parents, TV, films, popular "music", MTV, food, etc.
I would rather direct my energies at the educational system as even 1% of positive change there will trickle down to children and have a long lasting effect.
