Is this Eczema?

Hi,
I just found this forum while trying to diagnose a problem I've had for the last 3 years.

A spot developed over my eye and has not gone away. It flairs up when at times and sometimes similar but smaller spots will appear on my forehead but usually go away within 24hrs. This one spot does not go away. If I scrub my face or wash it more then 1 time per day it flares up, changes to a brighter shade of red, and puffs up.

I went to a dermatologist a year ago and was told it was eczema, he prescribed hydrocortisone cream but it did not help. The doctor suggested a biopsy but I have not gone through with that yet.
