Costa Rica

I've noticed several people on this forum saying they want to move to Costa Rica, and other foreign countries, because of the latest health care bill passed in the US.

Costa Rica has a government run, national health care system, the same sort of system that I see people in the US crying out against in their own country.

Would those that want to move to this country, be willing to pay taxes to support this government run system, or is the intention to take advantage of the system, without paying into it?
