I noticed that too and was trying to make sense of it.

Note the before and after pictures of the same beach, #25 and #26 and picture
#22 where it says the sign is now buried under 10 feet of of sand. Big pile of sand in picture #23 and #27 and #28 (notice the sign is nearly buried). #31 shows a waste container.
