real quick summary

to sum up what this guy says in that link

Silver solutions usually contain both true Colloidal Silver and silver ions. The true Colloidal Silver carries a negative charge, while the silver ions carry a positive charge

the more true colloids your solution contains, the higher its negative charge, and the higher its zeta potential. a higher zeta potential means that the particle is more likely to stay in solution and more likely to cross cellular membranes once it is consumed

conversely the higher the Ionic content of your silver solution, the higher the positive charge will be. This creates a lower zeta potential which means the silver is less likely to stay in solution and has a harder time crossing cellular membranes once it is consumed

Negatively charged particles have a MUCH easier time entering into cells and binding to toxins. The negative charge gives them an "attractive" quality

So basically true Colloidal Silver carries a negative charge and is more effective than ionic silver which carries a positive charge
