I've been leaving my lips alone for over a month with barely any improvement, so what i've started it doing is after i get them completely wet once a day in the shower, and most of it turns white and gooey, i use the blade from my little scissors and very carefully remove the top layer of certain areas of "crusts" that have already built up decently thick (ie like 4 layers of dead skin) and once it dries the crust is still covering the same area of lip yet much thinner and easier to tolerate aesthetically. I've asked the last few doctors/oral pathologists/derms about removing the top layer of dead skin (didnt tell them i was using a blade) and they all pretty agreed that having an excessive buildup of dead skin doesn't help any more than having a smaller one.
