problem making collidal

i have a silver puppy and sota silver maker and they both seem to take longer and longer to make silver with lower and lower ppms

questions
not sure what im doing wrong

should i be putting a conductor in the water?
should i be cleaning the wires a certain way?
Should i be covering the silver as i make it?
should i be storing them a certain way?
