Raw cane Sugar is no better than refined sugar, really. Where do you think they both come from? The Sugar cane, one is just more processed than the other- but they are both cane sugar!
Another sweetener you could try looking for is xylitol- apparently it's a fruit based sweetener- probably based on fructose? not sure. A lot of people have been recommending it. Are you sure your health food stores don't carry stevia? Maybe you should go to your local one and ask for them to stock it!
You can use all kinds of different flours for your baking- although it the results will be more dense, less fluffy. Rye flour for example might be a better choice or kamut or rice flour. Just start trying other things and see which you like best.
