I have been using Elidel for some time and do not understand the high cost issues you are speaking about. At my pharmacy which is Walgreens, I can get a 15 gram tube for under $30.00, that is cheaper than all of the steroids i used in the past.. I tried Protopic and it was $123.00 for a 45 gram tube. There are RX plans available by the company that makes Elidel, go to the website and check it out, it is called TogetherRX.com.
