Rottweiler pup keeps licking paws

My 12 month old Rottweiler pup keeps licking her paws, not just as in cleaning but constantly lick,lick,lick - her paws are clompletely soggy if I don't catch her doing it. She started this about 2 months ago. Her diet is mainly raw meat and bones with separate meals containing mixed vegies and garlic. No grains at all.
Right this moment I can't afford to go and see the vet about it. Could anyone give me a clue in what direction I should look for a solution?
