If it's cancerous then surgical removal becomes necessary. Note dogs have multiple eye lids, so it may not be as drastic as it sounds. If not cancerous then removal would only be performed if it prevented normal eye sight. Thus the thing to do is to determine what type of tumor is growing on the eye lid.
