Try to contact a dermatologist it could be an even more serious problem. sound like eczema too. obviously you're dehydrated. drinks lots of water and don't stay long in bath,, there should be an ointment for that or a vaseline. Use humidifier as well to bring moist in the air and into your skin. winter can be the cause of dry air.
