Of course you can overdose on oleander extract - especially if you take 5 to 6 times the maximum dose like you did. You can overdose on just about anything - too much water can be fatal for example. However, when you are dealing with a substance which contains cardiac glycosides you should be extra careful to not exceed recommended amounts.
Oleander cross assays with digoxin/digitalis due to the cardiac glycoside content. The amount of cardiac glycosides in oleander extract is but a small fraction of the amount in a typical dose of digoxin, but what you just took 5-6 tablespoons and far exceeded the maximum recommended amount. Five to six times the recommended amount of a great many things can get you into serious trouble.
Whatever in the world possessed you to drink 1/3 cup when the instructions clearly say that the maximum recommended amount is 1 tablespoon and that you should start with less than a teaspoon and work your way up gradually?
In addition, the instructions also clearly state to not stuff the raw oleander material into the pot, but rather to cut the leaves and small stems (and flowers if present) into lengths that will lay flat in the pot and then to lay the material into the pot up to two inches below the top. The ONLY packing you do is after you fill the pot with water and push the oleander material beneath the top of the water.
Maybe you should look at the directions again and note the section at the very top of the page which includes this:
If you are not prepared to follow the directions for handling, preparation and dosage, do not even think about attempting to make this remedy.

Having dealt with thousands of people with cancer or cancer concerns, I understand the desperation very well. However, I am not for one moment going to softplay someone ignoring warnings when dealing with a plant that is quite toxic in raw form and which, even when most of the cardiac glycosides and toxins have been removed, could still KILL YOU if you go way far overboard and take many multiples of what the listed dose is.
Another consideration: There are a great many items which can harm or kill you if you go that far overboard, but if someone plays the fool and harms themselves or others by not following directions and warnings when it comes to my articles and messages about oleander, who do you think folks are going to come after no matter how clear my instructions or how many warnings I give?

How much volume did you end up with (before adding the vodka) compared to the original amount. When you do by the directions you end up with about 30%. Depending upon how far down you condensed it, you may be getting a pretty strong dose.
Many folks tolerate oleander very well, but some do have problems with the loose stools and/or diarrhea. One thing I have been wondering about lately is administering it rectally. I cannot think of any reasons not to do that, perhaps beginning with small doses (mixed with colloidal silver would be great) and working up, though I am going to check with some folks before recommending it. That might be a way to avoid stomach and bowel issues.
