Raw oleander is quite poisonous to dogs, cats, people and most other living things.  Not so for oleander extract which is prepared by carefully boiling and straining oleander according to specific instructions.  Thousands of people have used it and quite a few animals.  Not one has died, though a great many lives have been saved.
