That is exactly it. What I meant by over-dosed is... My body couldn't convert the beta-carotene to Vitamin A, the excess went to the bowel; yet it couldn't be eliminated quick enough and gets re-absorbed back my the liver and eliminated through the skin. I consumed beyond the point of absorption, even though the amount is small. It probably didn't do me much harm; yet it is still over-dosed.
