Like the article mentions, rare earths are not really as rare as the name implies. The world has plenty of available raw supplies. The main reason why China dominates most production is because of their cheap labour rates, as well as other low costs inputs. US and other countries have much more, but price will be higher once production resumes on closed mines and newly found deposits.
