I would stay far away from hydrocortisone. It works, yes, same as Antibiotics .

The problem is that your adrenals may reduce its production of cortisone, also the suppression thing; from skin it goes inward to your joints, pain etc.
Typically it will come back after a week or two, or a month; often with revenge.

An option is borax solution, essential oils; it helps for the itch enough to live with while the body detox.
Another supplement to consider, is sulphur, MSM, it help the skin detox.
