Haven't tried anti-depressants. The Florasone cream is continuing to work extremely well. If you have a similar problem I'd recommend looking for it at your local pharmacy or order online. It's around $9.
Before the peeling problem started about 8 months ago I would go for many hours without eating or drinking and never used lip products. I never had a problem with dry, peeling, or flaking lips for over 30 years.
My problem was probably triggered by some sort of chemical sensitivity which caused my lips to start flaking and peeling. The problem continued for the past 8 months in varying severity probably related to stress, drinking, etc. but, it would never go away. If I didn't put something on them every few hours they would visibly start to flake. Usually symptoms were the worst after waking up from a sleep. I think I sleep with my mouth open a lot at night because of a deviated septum. This obviously aggrevated the problem but, if I went for 30 years without flaking lips it certainly wasn't the cause.
I've been using the Florasone cream about 4 times a day for a few days. When I wake up in the morning my lips look and feel normal again and the redness and flaking symptoms have disappeared. I'll keep using the cream for several more days then stop to see if symptoms stay away. I'll post an update after stopping use of the cream.
