Oh yeah, I am extremely skeptical. But it is very unusual to see something like that vouched for by somene like MD Anderson.
Real of not - the odds are we will never see it in mainstream use.
The fuel part, btw, appears to be quite real - but when you look farther you find others pointing out that it takes more energy to make the water combustible than it produces.
