Well, it's more likely that he's globbing it from a larger container into smaller ones and jacking the price up 100%. haha!

Some dressings have eucalyptus, tea tree oil, various stuff and none of it harmful - although some others do contain harmful stuff. So just order some hoof dressing with mineral oil and XXX or vaseline and XXX and you'll save yourself some cash, if it's helping. :)
