Under the law, it says something like that. It also says cursed is anyone relying on the law. (Gal. 3:10)

Under the New Covenant of grace, it says:

Ephesians 4:32
Be kind to one another, tender-hearted, forgiving each other, just as God in Christ also has forgiven you.


In other words, under the New Covenant we aren't forgiven because we forgive, we are told to forgive because we've been forgiven.

But the New Covenant only applies to believers, so there is a catch there.

So I think you might be the one that has is backwards. Sure not the first time and probably won't be the last. :)
